Ok, I'll try to explain what I understood, and you'll tell me if I'm right:
tex^qComp being the default rate control equation, the greater vqcomp
is, the more constant is the distribution of quants, and the smaller
vqcomp is, the more constant is the bitrate distribution?
Anyway, whether I'm right or wrong, I do think the doc should be more
explicit...
