In short. Revert all changes done to info packet.
Make Info packet global.
Don't bloat it. 

The problem is that you are turning info packets into metadata (data
about data).
But you actually already have an metadata stream defined. So it is
easy, put all metadata into separate stream, no need for new codes and
other bloat. You already have perfect interleaving so the result would
be the same.
(you can even make index to point to these packets:)

Now you can start wondering about metadata format.
