Hmm.. I guess it should be first transliteration, then native name.
Otherwise sorting does not make sense.

Sorting tradition. Names are generaly sorted by family name.
Thus it makes sense to put the sorting key first.
Another thing is that with international names it is not
always clear which one of the names is the family name.
With the current notation we do not have this ambiguity.
