Ah. That would explain it. It still seems strange, but at least it's not
a misbehaviour as such.

It would be nice if it were possible to tell, just from looking at a
particular commit notification, which chunk it was supposed to be
associated with...

Where exactly are these rules stored? If possible, I'd like to have a
look at the full list for myself.

Gah. I knew there had to be a way to figure this out, but I'm used to
specifying files rather than revisions to that command.

I did consider that possibility - I deleted an additional paragraph
about missing commit numbers after discovering them in DOCS/*/xml/ - but
I didn't see any other translation-related files in the list of
modifications since my last update; apparently I missed noticing one.
