Unfortunately you not only removed the old partial dependency rules for
(unreliable) conditional recursion, but also disabled the unconditional
recursion when .norecurse isn't there. At the moment things are quite
broken: make enters subdirectories only if the corresponding .a file is
missing, any other changes are ignored.
