Funny, I got the exact same problem just minutes ago on a different project 
(I did use svn rm <file>).

I solved it, sort of, by svn ci first and then svn cp -r <rev> <url-of-file> 
<file> followed by svn ci again. This will, however, end up with two log 
messages on the mailinglist.
