before the license header:
     4 16 97 av_opts.h

after the license header was added:
    25 160 914 av_opts.h

Bloat, waste of space, waste of network bandwidth, waste of time writing it,
waste of time reading/skiping over the header ...

Not at all, iam doing it as a little experiment to see what would happen
if more than a single person would act solely based on his own belive
of what is the best development practice.
IMO a simple central statement somewhere about license header less files is
enough, there should be no need to copy and paste the header into each
file.
