Iam not sure how much my oppinion counts, but iam in favor of having 
the maintained code being default.

Aurel is actively working on fixing the issues of the lavf matroska demuxer,
noone is working on fixing the issues the internal demuxer has.

Besides i think the decission of which demuxer is default should IMHO be
made by the maintainers of the demuxers or in a exceptional situation
the project leader or a vote.
And its not particularely difficult to override the default so honestly
its not completely clear what all the fuzz is about.

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
