Well whatdo you know!  I tried an unencrypted DVD and that worked!
So the debug info that says:

> Encrypted VOB file (not compiled with libcss support)! Read
> DOCS/cd-dvd.html.

Is perhaps relavent; however DOCS/cd-dvd.html says:
   MPlayer uses libdvdread and libdvdcss for DVD decryption and playback.
   These two libraries are contained in the libmpdvdkit2/ subdirectory of
   the MPlayer source tree, you do not have to install them separately.

Ando so they are, and they are build, so it leaves the question as to why
cygwin mplayer can't play encrypted dvd's even though it has libmpdvdkit2,
and yet the same hardware under linux has no problems

What should I try?
