[MPlayer-cygwin] Preliminary Cygwin compilation guide

Attached should be a text file containing basic instructions for building mplayer on cygwin..
It is a preliminary version, but what is there is complete.
I'm hoping to expand it to include more of the optional stuff, and fill it out with more information about what's going on, but it's workable in it's current state.
