[MPlayer-dev-eng] mencoder inverse telecine and skipped frames

I'm not sure if this is a bug or something I'm doing wrong, so
forgive me if this is not the proper place to post this message.
I encoded from telecined NTSC 29.97 FPS source (DVD) to a 24 FPS
OpenDivX/VBR MP3 AVI. The AVI looked great except for a few parts
where there were a series of "skip frame!!!" messages when encoding,
where horizontal lines could be seen in the macroblocks that showed
movement.
Does this mean the frame is being dropped before the IVTC is
done? Can that be fixed?
Again, I appologize if this was the wrong place to post this.

P.S. If it matters, here are the commands I used:
mencoder -dvd 1 -aid 128 -o pass1.avi -ofps 24 -divx4opts br=1600:key=80000:q=5:min_quant=2:max_quant=6:rc_period=80000:rc_reaction_period=15:rc_reaction_ratio=30 -lameopts br=192:q=0 -pass 1
mencoder -dvd 1 -aid 128 -o pass2.avi -ofps 24 -divx4opts br=1600:key=80000:q=5:min_quant=2:max_quant=6:rc_period=80000:rc_reaction_period=15:rc_reaction_ratio=30 -lameopts br=192:q=0 -pass 2
