Well... It uses the stream's 'serial number' which - according to the
OGG specs - simply have to be different for each stream contained in a
file. ogmmerge creates them by starting with 0 and counting up.
Unfortunately ogminfo does not report the serial id at all but tells
you something like 'this is the first text stream of N streams I found
so far (e.g. ...(t1/2)). I'll address that and add the serial number to
ogminfo's output.
The same is true for mplayer's -aid option, maybe for the -vid option
as well (I suggest it is, but I haven't tested it).
