The auto-hiding panels are still visible on fullscreen with 
sawfish-1.0.1 and gnome1. Please test the attachment if it works with 
fully NETWM-compliant wm's (KDE, sawfish 1.2 etc.). It just tests if 
STATE_STAYS_ON_TOP was really set.
