knowing the traffic of mphq, the limitations of the mirrors, and the
powerfullness of the main/mirror servers, dynamic pages are not an option.

pages must be static, but may be generated by programs upon cvs commit or
manually executed.

the question is not perl vs. php, it's dynamic vs. static.
btw, perl eats more resources than php...
