[MPlayer-dev-eng] constant-qscale support with lavc in mencoder

i just committed a few lines of changes to add this feature. while
it's probably not useful for backing up dvds or anything, since the
output file size is rather unpredictable, constant qscale of 2 or 3 is
great for encoding short clips without losing quality or wasting bits
where they're not needed.

anyway, i'm new to working on mplayer and i don't seem to have write
access to DOCS, so perhaps someone else familiar with mencoder (and
specifically with lavc) could update the man page and stuff. thanks.
