[MPlayer-dev-eng] [PATCH] Xv && iconv patch for cygwin target

Seems this was overlooked last time I sent the patch, or I didn't have iconv installed at the time.  Attached is a patch that will enable both Xv and iconv support in configure (if present on the system, of course).  Please test and let me know, it works at my end.  I do still seem to be having trouble using Xv on NT4/cygwin at this time, working on finding out why so I can add it to the docs/tech/cygwin.txt file in the future.
