Are you using -vc ffmjpeg and/or -ovc lavc -lavcopts vcodec=mjpeg ?

Also it's a try worth to create an 'mjpeg' avi, simply copiing the jpeg files.

mencoder -mf on \*.jpg -o mjpeg.avi -ovc copy

and after that try to encode it to divx or into whatever you want.

Note: if -vc ffmjpeg is bugging, try the other mjpeg decoder variants
      (listed in codecs.conf under the MJPG section)
