QDM1/2 and Qclp (= Qualcomm Purevoice?) should be supported for movs

i've uploaded a decoder dll for Qclp and for QDM, they have only one
entrypoint - exported func. Sadly i've got no reverse engineering tools
like SoftICE and IDA :(
