[MPlayer-dev-eng] [PATCH] codec-cfg.c fixes

Hello again -
This patch goes into the #ifdef CODECS2HTML section of
codec-cfg.c and makes it possible to build that utility
again. It also fixes two cases where *_codecs was set
to NULL if it was NULL ;-) Double-check me, please, but
I think the patch makes it the way it should have been.
(Not an issue if the function is never called twice.)
