[MPlayer-dev-eng] [PATCH] Win32 codecs path proposal

Attached patch should make it possible to load any windows dll from our
codecs dirs for the mingw port. While it is working with paths like
c:\mplayer\codecs,
relative paths aren't supported yet. I won't have time to improve it for the
next week. Feel free to improve and commit it.
