regarding the 2nd issue, just to clarify:
I've made some experiments with reducing the rate of videos to different
values (30->15,10) and wanted to compare the effect on the PSNR. To compare
the streams I wanted to increase the rate to 30 frames again. Results were
awful, because the videos slightly got out of sync. When recoding from 15->30
fps I expect getting each frame duplicated, and not getting each frame 1-3
times.
However, it's a paradigm shift from "insert a picture, if it completely fits"
to "minimize the error of the presentation time".
Maybe it even makes sense for the drop algorithm, but before changing anything
somebody should have a problem with the implementation. ;)
