No! that's wrong:) Russian translation isn't currently complete, so
generation of HTML will fail!

Also there is another step: be sure to have to have stylesheets,
created by Norman Walsh (package docbook-xsl on Debian, dunno on
other systems), xmllint, and either xsltproc (be sure to have the last
possible version. I had problems with older xsltproc) or the Saxon XSL
Processor (lib-saxon-java on Debian). Correct PATH's in 
DOCS/xml/Makefile (there is no autodetection currently, maybe it will
appear once :).
To use Saxon XSL processor, also change USE_SAXON value to 1 in that
Makefile).
