[MPlayer-dev-eng] De-Blocking

Yeah i saw that article and it looked good... i'd imagine that the deblocking
process might take quite a bit of cpu time but would probably be worth it for
people that have cpu power to spare! dunno if such algorithms exist in the open
domain though..
