BTW may be useful, other than indicate when a patch is applied (as told 
some time ago in the mailing list) when a patch is refused and, if 
possible, why.

In this way the patch may be resend (for example if it doesn't apply to 
current CVS or if  it introduce some cosmetics) or simply ignored 
(because it's something that breaks compilation on certain platform or 
it slow down the decoding speed of the program or whatever ...).
