[MPlayer-dev-eng] patches.txt - uploading patches to websites/ftp server

Hi,

I saw quite a few attempts on uploading patches to a web or ftp
server and then sending a mail here. As it makes it one more step
to read the patch i suggest that we add a note about this in
step 7 of patches.txt.

IMHO there is no real reason to not send a patch to -dev-eng
directly. Even if it's bit, the mail limit is iirc 80 or 100kB
which should be enough to send a patch of at least 200k.
And such patches should be spilt anyways into smaller
pieces.


btw: 
"if you do not wish to receive all the mails."
should rather be something like
"if you do not wish to recieve any mails"
