Well, either method of setting the locale "works". The different is,
LANG acts as a "default" for the other locale settings, so you can set
them individually without LANG overriding them. LC_ALL, on the other
hand, completely overrides all of the other locale settings, which makes
it impossible to set any of them individually. This is useful, for
example, when you want to set LC_CTYPE to another charset.
