[MPlayer-dev-eng] How can I get some software accepted to this project?

I can't help with point 2, but... does the MPlayer -dumpvideo option not
do what you want here?

The simple answer to the question you ask in the subject line is, submit
a patch to the mailing list, and see what people think of it. ^_^
