I'll add it as TOOLS/wma2ogg.pl.

I made some spelling/wording fixes and deleted trailing whitespace.  I
also noticed some messages that are hard to understand and/or
confusing, please improve them:

	print "\nThis program holds to BladeEnc for mp3!\n(See the source for more information!)\n";

Dunno what "holds" is supposed to mean here.

  error ("Unambiguously allotted files. (You've selected the all and other files too!)");

This message is extremely ambiguous.

  -a                convert all wma files in start directory\n

OK, I'm too lazy to RTFS again, is the start directory the same as the
current directory?

Tell me how to change those and I'll commit.
