Have you used scale=480:360:0:0:85 with -sws 2?

Manpage says you should use (for example) scale=480:360:0:0:0:0.75 for 
slightly sharper results (wich are worse to compress)

Options changed...

Btw. -sws 2 with default parameters or scale a:b:0:0:0.05:0:50 should give 
often best psnr. -sws 2 can be replaced by -sws 6 without significant 
change of the resulting psnr.
