Well, I am not familiar with the lavc filter, and it depends what you 
mean by linear filter, but libsamplerate is doing fir filtering 
(polyphase I guess) to maintain such a high quality.  The author quotes 
97% bandwidth preservation on highest quality (which is incredible 
really), and this presumably needs some pretty long and steep filters.  
There are other options for 90% and 70% bandwidth preservation which 
will presumably have massively shorter filters and hence run much 
faster.  Also simple linear interpolation is supported

Does that make sense?
