[MPlayer-dev-eng] patch for libdha Makefile fixes compilation failure in tr_TR locale

Hello,

Attached patch fixes case-conversion problems in Turkish locales (tr_TR and 
tr_TR.UTF-8) with awk script which builds the pci_ids header file.

Awk script - depending on case conversions - fail to build a proper header 
file in  tr_TR.UTF-8 (and tr_TR) locale.  
(In Turkish uppercase version of character i is something different than I) 
 
Setting locale to C before running the awk script solves the problem.
