all named have at least a GPL compatible license implementation

none are patent free (do some research and got disappointed as I was)

all are openly available as in "comply with the license and hope that
nobody claiming to hold a patent show up"

It needs lots of PR work, beside that is quite in good shape.

Nope
you can find a demuxer based on the old draft in ffmpeg and mplayer g2,
should be quite simple update it but nobody has time to do it yet.

for the documentation mpcf.txt, any formal improvement (rfcxmlizing,
proofreading, asking question to clarify it) are welcome.

I haven't the time to set up a testcase. The current nut is quite low on
overhead and quite easy to parse, the new one won't change those
results. Ogg problems come up when you need to use granulepos for sync
or you start thinking about muxing audio and video on it. mkv is a bit
hungry of resources and overdesigned but has lots of documentation.
