The problem is that all of the subtitle code is rather unmaintained,
so it's hard to find someone to review your patches and apply them.
If you intend to stick around for the long run you may be a good
candidate for maintaining the subtitle code yourself.

You should come to #mplayerdev one of these days and try to coax some
of the devs you find there into commenting on and eventually applying
your patches.
