The original patch has been divided into 3 parts.  This is part 8b
This patch implements a method of having undefined functions (functions 
that won't be automatically stubbed out).  This is necessary for the 
CoreAVC codec, as it will try to use the Fls functions if present, but 
runs fine if they're not available.  I suppose a better solution would 
be to allocate FiberLocalStorage functions, but that appears to be a lot 
of work, and isn't actually needed for this codec.
