It is "previous" in the sense that the code referred to will be
encountered before the code in the patch when scanning through the file.
The phrase appears to be an elided version of "previously to the point
which my patch affects", which might be more clear.

It's still not correct English - if nothing else, "prior to" would be
less bad - but I for one had no trouble understanding it.
