yes they are needed for the codec to work but they are not codecs
theirself

CSEUvec.dll is mandatory
cseHQa.dll not but I think it's used to enable at runtime some
optimizations (it contains mmx a/o sse a/o 3dnow code I really
don't understand what they are by looking at the instructions,
they look very similar to me)

lossless codec works fine both encoding and decoding
samples can be easily made, I'll upload dlls
