[MPlayer-dev-eng] [PATCH] Add per protocol/extension config support to mencoder

In reference to discussion of mencoder-ext_file_conf.diff [1][2], adds
load_per_{protocol,extension,file}_config support to mencoder by
relocating same from mplayer to mpcommon.
These are split due to r29634 and its use of "mplayer.conf" within
load_per_file_config. The second patch first relocates the function and
the third makes a pass at allowing use of "mencoder.conf", but I'm not
sure if it will be the desired way to address this.
