Greetings,
        Included in this email is a patch which adds new Simple Profile Levels to the Xvid encoder (according to ISO 144496-2 Amendments). Furthermore, the frame rate checking should be a warning instead of an error, since in certain cases, such as sp3 (Simple Profile Level 3), encoding at QCIF resolution at 30 fps is allowed from what I understand from the standard, which mencoder did not allow before.

Can you check this patch and include it in the source code if it makes sense?

p.s: I have contacted the xvid team, and have submitted the same profile level patches to them.
