Yes, that's my guess as well.  This code was not actually added by this 
commit, but moved (it was used in a different place before).  I suspect 
that, where it was before, this wasn't relevant, but now it needs to 
treat delayed video differently than delayed audio.

I just have no great understanding of why this change was made in the 
first place to know if adding that distinction now would break anything.
