Thanks for the language correction. Now it sounds much better:

+Do not skip frames after 2 seconds.
+Useful when capturing from tv where the first frames of video are not
+synchronized with audio.

Again I attach 2 patches, although only -noskipafter changed, and only 
in this very part.
