That is still completely wrong, afaict.
mplayer -demuxer ogg -fps 24 plays the sample as expected (imo) and much better
than vlc.
The sample is 33 seconds, contains 100 different frames, each is "repeated" (or
whatever the correct technical term is) seven times (-> 24 fps).
