That's right...

...because GUI's initial volume is determined by the skin.

(And other than MPlayer's volume option, the volume changed with the GUI
remains when going backward/forward in a playlist which IMO is preferable.)

The Windows GUI doesn't regard the skin defaults for volume, balance and
movie position. Please file a trac bug report.
