[MPlayer-DOCS] New MAINTAINERS file

Hi.

As mentioned at mplayer-dev-eng, I think a MAINTAINERS file will
be useful, even if only to see which parts need someone to take
care of them. First draft based on Linux kernel's MAINTAINERS
and what little knowledge I have, is attached. Comments?

order. If you could add yourselves to it in alphabetical order that would be
