I agree with Michael that it's possible with the 0-byte packets (and
will probably work in practice although being highly invalid with
Arpi's "almost-cfr" hack). Anyway the reason for covering vorbis is
that many people will want to use mencoder to encode video, and then
encode audio with oggenc and mux to mkv or (god forbid..) ogm.
