[MPlayer-DOCS] [PATCH] framerate updates (version 2)

It's been a while since I sent the first patch changing all NTSC 
framerate values from the abbreviated decimal form (23.976, etc.) to the 
exact fractional form (24000/1001, etc.).

Rich agrees with me that it is necessary to make the changes to all 
sample mencoder command lines, but was undecided with regard to it being 
a good idea to change the other values. My opinion is that all the 
values should be changed; full explanation here:

...so, unless anybody decides they oppose these changes, I suggest the 
patch be applied. This version is almost the same as the last, except 
for two changes:

- I removed the changes to -mpegopts vframerate as per Rich's correction.
- I changed my explanation of the numbers in the telecine guide, since I 
actually know where they're from now.
