Respect to Michael for these changes.  I rebuilt FFMPEGrec (Justin
Schoeman's capture engine + ffmpeg for encoding) with the latest ffmpeg
libavcodec, and CPU usage for my test captures went from 25% of the CPU
down to 21%

Also - can we change qmin in mpegvideo.c from 3 to 2 then?
