Not yet. It's planned to libvo2, but there is no work in it yet :(

It should be done by the hardware, at least if it supports deinterlacing.
(for example. G400 supports it, with syncfb. i'll add this feature to
mga_vid too)
Doing it by software is too slow or bad quality.
