on icewm its ajustable...
you can swich off the taskbar therefor
just edit the .icewm/preferences
#  Show task bar
ShowTaskBar=1 # 0/1

#  Task bar at top of the screen
TaskBarAtTop=0 # 0/1

#  Keep the task bar below regular windows  
TaskBarKeepBelow=0 # 0/1  

#  Auto hide task bar after delay
TaskBarAutoHide=0 # 0/1  

so configure according your wishes
