This is 3:2 pulldown -- alternately every 3rd and 2nd frame is delayed
to convert 24 fps (film) into 30 fps (NTSC). You should just ignore
the delays and convert it back into 24 fps, since 3:2 pulldown makes
for stuttering motions compared to the film original.
