[Mplayer-users] Addon to the bug report process

Hi,

Since sometimes, gcc (and the whole environment) has been localized to weird
languages full of funny chars :) it may be a (good) idea to tell the user to
set his preferences to english before he bugreports.

(or set it for him in the configure script with an export LANG=C).

Just my 2c.
